Govt takes strong note of delay in filing of APRs by JKAS officers

The Jammu and Kashmir Government has issued strict instructions regarding the significant delay in the processing of Annual Performance Reports (APRs) for members of the Jammu and Kashmir Administrative Service. A circular, No. 15-JK (GAD) of 2024, dated July 2, 2024, has called for immediate action by concerned officers.

The APRs for the assessment years 2022-23 and 2023-24, which are required to be processed through the J&K SPARROW Platform, have seen considerable delays despite clear timelines established in Government Order No. 1311-GAD of 2001. The following deadlines were set for various authorities:

  1. Officer Reported Upon – By or before March 31st each year
  2. Initiating Authority – By April 30th
  3. Reviewing Authority – By July 15th
  4. Accepting Authority – By July 31st

Despite these set timelines, many APRs are still pending at multiple levels of review, including officers reported upon, as well as initiating, reviewing, and accepting authorities.

The authorities have expressed concern over the delays and instructed all responsible officers to clear the pending APRs within two weeks to ensure timely processing and compliance.

The order was issued by Sanjeev Kumar Verma, IAS, Commissioner/Secretary to the Government.
